On Thursday, Russian President Vladimir Putin announced that Russia is open to resuming negotiations with Ukraine, citing the framework of a previously aborted deal discussed in Istanbul in 2022.

During a forum in Vladivostok, Putin emphasized, “We have never refused to negotiate, but it must be based on the documents that were agreed upon and initialed in Istanbul, not on vague demands.”

Despite this willingness, tensions remain high, with Moscow citing Kyiv’s recent incursion into Russia’s Kursk region as an obstacle to peaceful talks.
